libtiff: use of uninitialized memory in NeXTDecode

Description

The NeXTDecode function in tif_next.c in LibTIFF allows remote attackers to cause a denial of service (uninitialized memory access) via a crafted TIFF image, as demonstrated by libtiff5.tif.
